I have used 3 scripts together (Circle Fill, Random Select, & Find & Replace Graphic Transform to Fit). This is the exact site I downloaded the scripts from that also includes a visual on how to use them.
Download the desired script to your hard drive. Once download, place the script in the Adobe Illustrator CS3/Presets/Scripts folder. Once copied to this location, the script will appear in the scripts submenu. In Illustrator, go File > Scripts to find your script.

How to install scriptsWe'd recommend that Illustrator isn't running whilst you are installing scripts, quite simply because you will need to restart Illustrator for the scripts to 'show up' in the file menu if it is running. Once you've downloaded your script or a whole bunch of them as perhaps a zip file (A), extract the contents of the zip file (B). You can either copy the scripts or drag and drop them into the directories referenced below. Please note that en_GB indicates language which may differ, for example, en_US indicates Universal English, and es_ES indicates Spanish. Not possible to generate something like this in photoshop or illustrator using native tools. Depending on your requirements and skills you could check out creating the shape and circles in a different application or programming language and exporting that as an svg or similar in to Illustrator/Photoshop and colouring it or fine tuning it from there.

Method:The major reason why I wrote this script is to draw a "circumcircle" for a star.So the method to find the center and the radius for the circumcircle is rather incertitude.
A foreground path will be used to specify the rounding radius - Half width of foreground path is used for the radius, excluding stroke width. Explode Shape Layer from Takahiro Ishiyama (available for download at the end of the article) will move all the groups contained in one shape layer and create a new shape layer for each group. The process is fairly fast, but it depends on how many layers are embedded inside of the original shape layer. Just select your shape layer and run the script.
Explode Shape Layers also has ability to also explode only select shape layer groups, merge selected shape layers, and select only fills or strokes. The script comes with its own responsive design panel.
Once you click any of these choices (for now, let's do solid color) a New Layer window appears. You might give this shape layer a name, opacity, or blend mode. But all of this stuff can be changed later, so just hit OK, and then you can choose the fill color. It'll default to your foreground color but feel free to change this if needed.
